Club Name: Moorfield Sports and Social A.F.C.

Moorfield AFC are a Fully affilated Charter standard club and we are members of The Warrington and District Football League and we can be found playing every Saturday at the address above. We regulary welcome new players, and anyone wishing to join the club should simply turn up to the ground on a Saturday and introduce yourslf and you will be made most welcome.

Moorfield AFC season for 2019 to 2020 will have one open age team playing in the Warrington and District Football league Division Two on a saturday. We will also be running four junior teams at Under 12', 15', 16', and 17' year olds.

We would like to encourage more teams at other age groups to join our club where they will be made welcome to use our facilities.

Moorfield AFC Club Constitution 2019/20 season

Club Purpose and Aims Statement.

The purpose of Moorfield Association Football Club is to provide an environment and facilities that will promote the playing and appreciation of association football both on and off the field for juniors, youth's and adults.
Aims
The aims of Moorfield Association Football Club are:
1. To be able to provide well organised, competitive and enjoyable football.
2. To be able to provide challenging and well ordered training.
3. To openly encourage members, regardless of race, religious or sexual orientation, ethic origins or any and all minority beliefs and ideals to partake in full and active membership of the Club.
4. To always recognise and adhere to Club Rules.
5. To provide well resourced facilities, equipment and financial planning.

Constitution

1. Name
The Club shall be called Moorfield AFC Football Club.

2. Objects
The Objects of the club shall be to arrange assiciated football matches and social activities for its members.

3. Status of Rules
Theses rules (the club rules) form a binding agreement between each member of The Club.

4. Rules and Regulations
The club shall have the status of an Affiliated Member Club of the Football Association by virtue of its affilaition to/membership of The Football Assoiciation.

(a) The Rules and Regulations of the Football Association Limited and parent County Association and any league or compition to which the club is affiliated for the time being shall be deemed to be incorporated into the Club Rules.

(b) No alteration to the club rules shall be effective without prior written approval by the parent Association.

(c) The Club will also abide by the Football Association's Child Protection Policies and procedues, Codes of Conduct and the Equal Oppotunities and Anti-Discrimination Policy.

(d) The Club is a sport section within the Moorfield and Sports and Social Club and as such, is governed by the rules and regulations, each player will be a member of the Sports club.

5. Club Membership
(a) The members of the club from time to time shall be those persons listed in the register of members (The Membership Register) which shall be maintaned by the club Secretary.

(b) Any person who wishes to be a member must apply to the membership Application form and deliver to the Club. Election to membership shall be at the sole discretion of the Club Committee. Membership shall become effective upon an applicant's name being entered in the Membership Register.

(c) In the event of a members resignation or expulsion, his or her name shall be removed from the Membership Register.

(d) The Football Association and parent County Association shall be given Access to the Membership Register on demand.

(e) A member shall be a paid-up member of Moorfield Sports and Social Club and as such is governed by any Constitution or Rules that are applicable.

(f) All members shall register with the football section.

(h) The Secretary shall not accept registration forms unless accompanied by a Social Club membership fee and an insurance contribution as indicated on the form.

(i) A registered member shall agree to : Pay all Registration and other fees as requested. Pay all match day subscriptions on a weekly basis. Play in any team as selected. Regularly attend training sessions.

6. Annual Membership Fees
(a) An annual Fee payable by each member shall be determioned from time to time by the Club Commitee. Any fee shall be payable on a successful application for membership and annually by each memebr. Fees shall not be repayable.

(b) The Club Committee shall have the authority to levy further subscriptions from the members as are reasonably necessary to fulfil the objects of the club.

7. Resignation and Expulsion
(a) A member shall cease to be a member of the Club if, and from date on which, he/she give notice to the Club Committee of their resignation. A member whose annual membership fee or further subscription is more tham two month in arrears shall be deemed to have resigned.

(b) The Club Committee shall have the power to expel a member when, in their opinion, it would noy be in the interests of the Club for them to remain a member. Ther shall be no appeal procedure.

(c) Any member who resignes or is expelled shall not be entitled to claim any, or a share of any, of the Club Property.

8. Club Committee
(a) The Club Committee shall consist of the following Club Officers: Chairperson, Vice Chairman, Treasurer and Secretary and Minutes Secretary plus upto five other members, elected at an Annual General Meeting.

(b) Each Club Officer and Club Committee Member shall hold office from the date of and appointment until the next Annual General Meeting unless otherwise resolved at a Special General Meeting. One person may hold no more than two positions of Club Officer at any time. The Club Committee shall be responsable for the management of all theaffairs of the Club. Decisions of the Club Committee shall be made by a simple majority of those attending the Club Committee meeting. The Charperson of the Club Committee meeting shall have a casting vote in the event of a tie. Meetings of the Club Committee shall be chaired by the Chairman or in their absence the vice Chairman. The quorum for the transaction of business of the Club Committee shall be three.

(c) Decisions of the Club Committee of the meetings shall be entered in the Minute Book of the Club to be maintained by the Club minutes Secretary.

(d) Any member of the Club Committee may call a meeting of the Club Committee by giving not lkess than seven days' notice to all members of the Club Committee. The Club Committee shall hold not less than four meetings a year.

(e) An outgoing member of the Club Committee may be re-elected. Any vacancy on the Club Committee which arises between Annualy General Meeting shall be filled by a member proposed by one and seconded by another of the remaining Club Committee members and approved by a simple majority of the remaining Club Committee members.

(f) Save as provided for in the Rules and Regulations of the Football Associatopn and the County Association to which the Club is affiliated, the Club Committee shall have the power to decide all questions and disputes arising in respect of any issue concerning to the Club Rules.

9. Subscriptions and Fines
(a) Social Club Memebrships fees shall be paid to the Football Club upon League Registation.

(b) All individual fines levied by the League or County FA shall be paid in full to the club Treasurer within fourteen days of reciept or alternativeely, acontribution made, and an arrangemnt agreed with the treasurer for the fine to be paid by regular instalments.

(c) Playing subscriptions shall be paid to the team captain or nominee prior to the game.

(d) Members falling in to arrears beyond these times scales will be reffered to the next meeting of the Management Committee, wherby a dicision on disciplinary action will be taken.

(e) Members wishing to transfer away from the club shall provide the Secretary with a Transfer form together with the appropriate fee as set out in the League Rules. Applications for transfer will only be considered in cases where the individual concered does not owe any moneies.

(f) A current listing of fees shall be attched with these rules.

10. Training and Playing
(a) Regular training sessions shall be held wherby all sqaud members are expected to be regular attendees.

(b) Members unable to attend training must inform there Team Manager prior to the training session.

(c) The club operates an open squad syatem. Registered players agree to and are expected to represent any team requested to do so. Where a player refuses to do so, the selecting Manager has the discretion to refer the matter immediately to a Committee Panel of at least two Management Committee members. The Committee panel will consider the issue to determine wheather or not the player will be permitted to play at all that day and wether to invoke immediate expulsion from any team squad until the matter has being considered at the next scheduled meeting of the Management Committee.

(d) The selection is solely under the discretion of the Team Manager.

(e) Players shall attend Home Ground not later than one hour and fifteen minutes prior to the kick-Off of the earliest scheduled fixture. Any player experiencing difficulty in getting to the ground in time must phone one of the Managers ( Or other Club Official) to confirm attendence. Failure to comply with the above or failure to arrive forty Five minutes before kick-Off will, subject to the discretion of the selecting manager and adjudication by a Committee Panel (Rule5C), result in exclusion from selection that day.

(f) A player unable to attend a fixture shall inform the Team Manager or Secretary, preferably two days before the match.

(g) Team Managers shall select their squads in good time to allow for the away travel. As a minimum, teams shall be selected at least thirty minutes prior to kick-Off.

11. Annual and Special General Meeting
(a) An Anual General Meeting (AGM) shall be held each year to:

(i) Receive a report of activities of the Club over the previous year.
(ii) Receive a report of the Clubs finances over the previous year.
(iii) Elect menbers of the Club Committee.
(iv) Consider any other business.

(b) Nominations for election of Club Officerws or as a member of the Club Committee shall be made in writing by the proposer aand sewconder, both of whom must be existing members of the Club, to the Club Secretary not less than twenty One days before the AGM. Notice of any resolution to be proposed at the AGM shall be given in writing to the Club Secretary not less than twenty One days before the meeting.

(c) A Special General Meeting (SGM) may be called at any time by the Committee and shall be called within Twenty One days of the reciept by the Club Secretary of a requistion in writing signed by not less than five menbers stating the purpose for which the meeting is required and the resolutions proposed. Business at the SGM may be any business that may be transacted at the SGM.

(d) The Secretary shall send to each member at their last known address written notice of the date of a General meeting together with the resolutions to be proposed at least forteen days before the meeting.

(e) The Quorum for a General Meeting shall be the Chairman and Vice Chairman, Treasurer and Secretary.

(f) The Chairman or in their absence a member selected by the Club Committee, shall take the Chair. Each member present shall have one vote and resolutions shall be passed by a simple majority. In the event of an equality of votes the Chairperson of the Meeting shall have a casting vote.

(g) The Club Minutes Secretary, or in their absence a member of the Club Committee, shall enter Minutes of General Meetings into the Minute Book of the Club.

12. Club Teams
At its first meeting following each AGM the Club Committee shall appoint a Club Member to be responsable for each of the club's footall teams. The appointed members shall be responsable for managing the affairs of the team. The appointed members shall present to the Club Committee at its last meeting prior to an AGM a written report of the activities of the team.

13. Club Finances
(a) A bank account shalll be opened and maintained in the name of the Club (The Club Account) designated signatories shall be the Club Charperson, the Club Secretary and the Club Treasurer. No sum shall be drawn from the Club account except by cheque signed by two of the three designated signatories. All monies payable to the club shall be received by the Treasurer and deposited in the Club Account.

(b) The income and assets of the Club ( The Club Property) shall be applied only in furtherance of the Club.

(c) The Club Committee shall have the power to authorise the payment of remunaration and expences to any member of the Club and to any other person or persons for services rendered to the Club.

(d) The Club shall prepare an annual Financial Statement in such form as shall be published by the Footabll Association from time to time.

(e) The Club Property, other than the Club Account, shall be vested in not less than two and no more than four custodians, one of whom shall ne the treasurer (the Custodians), who shall deal with the Club Property as directed by decisions of the Club Committee and entry into the Minute Book shall be conclusive evidence of such a decision.

(f) The Custodians shall be appointed by the Club in a General Meeting and shall hold office until death or resignation unless removed by a resolution passed at a General Meeting.

(g) On their removal or resignation a Custodian shall execute a Conveyance in such form as is published by the Football Association from time to time to a newly elected Custodian or the existing Custodians as directed by the Club Committee. On the death of a Custodian, and Club Property vested in them shall vest automaticallu in the surviving Custodians. If there is only one surviving Custodian, a Special General Meeting shall be convened as soon as possible to appoint another Custodian.

(h) The Custodians shall be entitled to any idemnity out of the Club Property for all expences and other liabilities resinably incurred by them in carrying out their duties.

14. Dissolution
(a) A resolution to dissolve the Club shall only be proposed at a General Meeting and shall be carried by a majority of at least three-quarters of the members present.

(b) The dissolution shall take effect from the date of the resolution and the members of the Club Committee shall be responsable for the winding up of the assets and liabilities of the club.

(c) Any suplus assets remaining after discharge of the debts and liabilities of the club shall be transfered to the parent Assocaition wgho shall determine how the assets shall be utilised for the benefit of the game. Alternatively, such assets may be disposed of in such a manner as the members of the Club with the consent of the parent Association shall determine.

15. Personal Hearings
(a) A player shall, for team matters, request a personal hearing either directly with the Team Manager concerned or with the Players Representative.

(b) The Players Representative shall advise the Player on and / or accompany the Player to any personal hearing.

(c) Following such a hearing between Player and Team Manger, the Player, Player Representative or the Team Manger, can request a personal hearing at the next schduled Management Committee meeting. The decision of the Mangement Committee will be final.

16. Disciplinary Action
In the case of a Disciplinary action for whatever reason, the Mangement Committee shall have the powwer to:

(i) Demote any player to substitute.
(ii) Demote any player to a lower team.
(iii) Exclude any player from selection for a givebn period.
(iv) Withhold a players transfer application.
(v) Suspend or withdraw a Players Registration.>br> (vi) Request from the County FA, the suspension of a Player from all Football Activities.

17. Code of Conduct for Parents / Spectators
(a). Parents and spectators are encouraged:

(b) To applaud the opposition as well as our teams.

(c) To avoid coaching children during a game.

(d) Not to shout and scream at Children.

(e) To respect the referee's decision.

(f) To give encouragement to everyone regardless of his or her ability, to participate in football.

18. Matters Not Provided For.
A. The Management Committee shall have the power to deal with any matter not provided for in these rules.

19. Child Protection Policy.
Moorfield AFC recognises that every child or young person who plays or participates in football should be able to take part in an enjoyable and safe environment and be protected from abuse.

To this end “the club” have four personal that have attended the FA child protection course to ensure the Warrington and District Junior Football League’s and the Football Association’s child protection policy’s are adhered to.

The four personal will have a working knowledge of Child Protection or will undertake any training as necessary.

The four personal will also provide club officials, managers and volunteers with Child Protection literature as deemed necessary and will be able to discus any concerns.

The four personal will maintain confidentiality on a strictly “need to know” basis and store any relevant documents in a secure location.

The four personal will immediately contact the Police, Social Services, the N.S.P.C.C, the Warrington and District Junior Football League Child Protection Officer and the FA child protection administrator of any possible abuse occurring within our club.

The four personal will regally attend club matches, training and managers meetings.
The club will ensure to the best of its ability that no person who has committed an offence under any one or more of the offences contained in Schedule 1 of the Children and Young Persons Act 1933 and any other criminal offence which reasonably causes the club to believe that the person poses a risk of harm to a child or young person.

The club officials will ensure that newly appointed officials, managers and volunteers complete a Football Association Personal Disclosure form and a reference form.

The club recognises the five main forms of abuse are: physical, emotional, sexual, neglect and bullying, and that children and young people have a right to be protected from abuse regardless of their age, gender, disability, culture, language, racial origin, religious beliefs or sexual identity.

The club will take all suspicions and allegations of abuse and will respond swiftly and appropriately.
